Job Description

You are a detailed-oriented individual who can process Advisory Notices of Adjustments (ANA) and related Post Roll Amended Notices (PRAN), year-end updates and Special Amended Notices (SAN) within the legislated time frame.

You have: 

  • Completion of post-secondary education in property assessment, law, political science, economics, public administration or related field
  • At least 3 years of experience with property assessment practices, policies and procedures, and three approaches to value
  • Excellent understanding of the Assessment Act, Parts IX and X of the Municipal Act, 2001, O.Reg.73/03, Parts VII & VIII of the City of Toronto Act, 2006, O. Reg. 121/07, the Assessment Act and O. Reg. 282/98
  • Possess a strong understanding of various property valuation and property classification as well as the Request for Reconsideration (RfR) process
  • Knowledge of appeal process, splits and consolidation process, tax and vacancy rebate applications as well as Supplementary and Omitted changes and year end updates
  • Excellent verbal, presentation and written legal/technical communication and project management skills
  • General knowledge of property assessment terminology, policies and procedures, all aspects of property valuation, MPAC technology based products, and property assessment and taxation related legislation
  • Demonstrate a high level of tact and diplomacy, sensitivity to confidential information with a professional approach to customer service in representing MPAC

 

Nice to have:

  • Property Assessment designation such as Member Institute of Municipal Assessors (MIMA) or Accredited Appraiser Canadian Institute (AACI) 

 

What you will do: 

  • Process Advisory Notice of Adjustments (ANAs), including any previous changes to property and accurately recalculate the revised phase-in stream and valuation adjustments and enter changes and update MPACs integrated systems 
  • Plan and organize MPAC’s responsibilities adhering to tax mitigation legislation and provide technical expertise to valuation staff on Bill 140
  • Process-control the work of peer Assessment and Taxation Mitigation Analysts
  • Respond to enquiries regarding valuation and or taxation issues relating to capped properties, phase-in of assessed values and submitted changes (such as Supps, Omits, RFRs, Assessment Review Board (ARB) decisions, PRANs, ANAs tax applications, severances, SANs, etc.) with Reamined Systems Inc
  • Assist in the delivery of training to MPAC staff (Residential/ Farm & Business) with respect to the ANA process, file matching and Bill 140 Six Comparable eligibility and recording time for these activities
  • Ensure adherence to quality standards and compliance requirements for valuation or adjustment reason codes and comments in the file match process for consistency, timeliness and minimization of follow-up questions by Reamined Systems
  • Monitor legislation and policy environment for precedent-setting or politically sensitive issues and raise them as appropriate to the Manager Assessment and Taxation Mitigation
  • Establish collaborative and effective internal and external client and stakeholder relationships, liaising and consulting with stakeholders
