You have: 

  • Successful completion of an honours degree in Data Management and Data Analysis, Urban Planning, Policy, Administration, Geography, Environmental Studies, Spatial Analysis, Communications or related program
  • At least 8 years’ experience in progressively responsible positions within a related field 
  • Demonstrated full-spectrum leadership skills required for leading and developing technical personnel
  • At least 5 years’ experience in leading and co-developing qualitative and/or quantitative research, managing multiple projects, providing analytics and intelligence to a diverse array of stakeholders
  • Familiarity with and experience leading complex statistical analysis, modeling, forecasting, as well as graphical geospatial and data visualization projects
  • Familiarity and knowledge of relevant and applicable Provincial legislation, policies, guidance and issues affecting communities
  • Demonstrated knowledge of housing, planning, land use, growth management, environmental issues, rural planning, socio-economic data, demographics, employment, and other issues, as it relates to affecting property values
  • Excellent presentation and public-speaking skills and research experience along with utilizing communication, outreach, and engagement skills
  • Strong project management skills required to manage multiple complex research and policy projects, staff and vendors


Nice to have: 

  • Master’s degree in a relevant program
  • 5 years' experience in a supervisory/leadership role


What you will do: 

  • Manage and implement the Insights Strategy and function across the corporation, aligning to strategic business priorities
  • Lead and manage MPAC research and insights projects providing strategic leadership and technical guidance 
  • Develop and implement an integrated work plan outlining strategic objectives, priorities, deliverables, schedules, milestones, engagement activities, performance measures and monitoring framework
  • Plan, manage and oversee complex research and technical data analysis on a range of topics related to property, housing, planning, land use, growth management, environmental issues, rural planning, socio-economic data, demographics, employment, and related issues
  • Identify and leverage MPAC’s unique property data, third-party relevant datasets, and support resources to perform data analytics, develop models, trends and forecasts 
  • Work with internal partners and apply technical expertise into government and stakeholder priorities, policy, legislation, regulations, plans, strategies, spending priorities, trends in order to identify research gaps
  • Work with internal partners to effectively communicate and make accessible, complex, technical research and findings to non-technical stakeholders using maps, charts, infographics, illustrations visualizations and dashboards 
  • Support the preparation and delivery of technical reports, studies, papers, bulletins, presentations to internal and external stakeholders to proactively communicate MPAC research and insights
