You are a proficient leader who can manage the valuation, maintenance, and engagement activities of complex properties in compliance with valuation and assessment standards, policies and procedures.

You have: - Completion of a post-secondary education or an equivalent combination of education, training and experience
- At least 10 years of progressive experience in appraisal/property valuation
- Completion of a professional designation from one of the following recognized accrediting organizations:
o Appraisal Institute of Canada: Accredited Appraiser Canadian Institute (AACI™)
o International Association of Assessing Officers: Certified Assessment Evaluator (CAE)
o Institute of Municipal Assessors: Member of the IMA (MIMA)
o Royal Institution of Chartered Surveyors: Member of RICS (MRICS), Fellow of RICS (FRICS) - Advanced knowledge of property assessment terminology, valuation theory, appraisal procedures and Assessment Act, Municipal Freedom of Information, and Protection of Privacy Act legislation
- Advanced knowledge of MPAC standards, policies and procedures relating to valuation and assessment
- Advanced knowledge of administrative law, legal precedence and Assessment Review Board procedures and practice directions
- Excellent verbal and written communication skills to prepare and present reports to senior executives, Board of Directors and external audiences
- Excellent strategic planning skills, and ability to implement strategies
- Strong research, analytical and problem-solving skills
What you will do:
- Guide staff in the research of assessment and valuation methodologies, industry best practices and business processes
- Review new legislation, revise data requirements, data definitions, data validations and data standards within corporate data governance framework
- Manage the development and implementation of valuation and assessment policies and procedures to ensure compliance with industry best practices and standards
- Ensure practice directions/guidelines and valuation reports comply with national and international technical standards
- Manage the overall valuation process for assigned complex properties including selection of approach to value, appraisal models and methodology
- Review detailed appraisal reports and/or respond to valuation challenge materials for contested property valuations, and review disclosure packages & expert reports
- Monitor emerging industry trends and evolving regulatory changes relating to property valuation and assessment
- Conduct comprehensive real estate market analytics, establish valuation parameters, methodologies, to support the development of traceable, transparent assessments, and help raise MPAC’s corporate profile and reputation
- Manage the Property Income & Expense Return (PIER) program; identify areas of opportunity and make recommendations to improve program capabilities; determine the need and opportunities to train and educate users
- Lead and develop a comprehensive valuation and assessment standards learning and education strategy to support talent development
- Develop technical training materials to support field office staff with assessment and valuation challenges, in support of corporate valuation objectives
- Promote a team-based and customer-oriented approach to service delivery
