Job Description

You can lead and manage the development, analysis, and application of property tax models and data to support evidence-based decision-making within the organization. This includes identifying and analyzing complex property tax data, trends, and emerging issues, and providing actionable insights to senior management, business stakeholders, and municipal partners

You have:
- Completion of post-secondary education (undergraduate degree or college diploma) in mathematics, economics, public policy, statistics or a related field
- Minimum of 10 years’ progressive related experience including the following:
- 5+ years in economic analysis, economic modelling, and
- 5+ years in leading and building effective teams and influencing stakeholders
- Sound knowledge of the theory, principles and methodologies of economics, finance, and tax accounting to provide advice and recommendations to guide policy development
- Demonstrated experience analyzing complex property tax models and making insightful recommendations that drive business outcomes
- Proven experience in overseeing and evaluating processes, with a strong ability to apply critical thinking in reporting and decision-making
- Excellent knowledge property taxations, property tax policy, the Assessment Act, Municipal Act, 2001, O.Reg. 282/98 and other related legislation and regulations
- Ability to think strategically, analytically and creatively, to analyze issues, identify linkages and gaps and generate options/solutions
- Advanced proficiency in Microsoft Office applications including MSWord, Excel, and PowerPoint; SPSS and other data management systems
- Experience working with large data sets and database applications such as SQL.
Nice to have:
- Experience in real property, valuation, taxation or municipal/government administration is an asset
What you will do:
- Lead the identification, gathering and analysis of complex property tax data to resolve critical issues, such as assessment base and policy impacts etc. to provide high-level strategic recommendations to business leaders and stakeholders to guide informed and evidence-based decision-making
- Spearhead the development, implementation and use of sophisticated data sets and tax models to solve problems, develop, analyze and drive insights that support strategic decision-making
- Provide strategic leadership in driving data collection and tax modelling within geographic zones and provincially, ensuring alignment with government and business stakeholder needs
- Deliver insightful analysis on macroeconomic trends and their impact on property taxation, leveraging economic data to inform MPAC business leaders of potential challenges and opportunities
- Act as a key senior liaison for internal and external stakeholders, teams and management, leading strategic discussions on property taxation related matters
- Champion the development of products and services that support the assessment-based management needs of the corporation and their business partners
- Support a best practices learning environment to allow successful management, coaching and mentoring of staff
- Identify unit operating budget requirements, monitor and forecast monthly allocations and develop plans to mitigate variances
